UK Councils Intend to Sell Off Social Clubs and Sports Centres to Balance Books

Based on a latest survey of local authorities, English councils are planning to sell community centers, sports centres, and shopping arcades as they rely on a rapid disposal of properties to stabilize finances.

Increasing Financial Challenges Prompt Asset Sales

The Key Cities Group for second-tier cities in England stated that 60% of councils are intending to sell assets to cover the escalating costs of adult and children’s social care.

Councils have in the past come under fire for disposing of playing fields and open spaces to shore up their finances, but they contend they must proceed to generate essential revenue from asset sales or face insolvency.

This coalition noted that a high proportion of authorities seeking to raise money from a quick sale of assets marked “a distinct shift from 2024, when the largest share (six in ten) of municipal officials said they would focus on restructuring services and utilising financial reserves to weather increasing fiscal pressures.”

Detailed Cases of Planned Sales

Medway Council in Kent announced its property management strategy featured the sale of a shopping centre in Rainham and a community venue in another town to raise £20m over the next half-decade.

  • Gillingham golf club and business parks held in Worcestershire and Suffolk, which all generate rent for the authority, will additionally be sold under the plan.

Council Tax Increases and Wider Fiscal Strains

The survey of local authorities in the coalition, which includes several urban centers, further found that over seven in ten of authorities will have to raise council taxes next April to address the growing cost of essential services, increased rates of homelessness, and a persistent accommodation deficit.

The authority said it will press ahead with property disposals after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are taking creative strategies but some of these require time to achieve both better provisions and cost efficiency,” said a council leader.

He continued: “We face population challenges which will persist to increase the strains we have. As a local government body, we had a drastic reduction in our revenue support grant from 2010-24, which is very challenging.”

National Trends and Forecasts

Research of county councils recently further found local finances being stretched by the increasing figures of children and adults requiring Send support.

A network of councils said that council deficits will reach 4.4 billion pounds a year by the end of the decade, as they grapple to manage rising needs.

Ministers have put off planned reforms to the Send system until next year after a policy document setting out those changes was recently delayed.

Disadvantage and Funding Gaps

According to the most recent indices of deprivation (the Index of Multiple Deprivation) covering UK local authorities, several key cities members were included in the most disadvantaged in England.

  • “Participating urban centers like several major towns rank in the top 30 nationally under the 2025 deprivation indices,” noted the study.

“While only one key city is in the top 10 for disadvantaged communities nationally, urban areas are much more prone to be in the most deprived fifth of the nation. The data highlights the scale of challenges confronting municipal officials across key cities in the next twelve months,” the analysis added.

“Council officials have been explicit about the necessity for a equitable and lasting financial structure that reflects and addresses the real levels of disadvantage and demand,” stated a council leader.

“Lacking this, local authorities will persist to face impossible choices around which essential services to allocate spend to, and which to reduce, to the disadvantage of their communities.”

One in five of local authorities have reduced or weakened social care provision in the last year, the study revealed.
